Drug, Alcohol & Substance Policy

Star City Christian Academy (SCCA) is committed to maintaining a safe, drug-free, Christ-centered environment for our students. The purpose of this policy is to protect students while providing clear expectations, accountability, and an opportunity for correction.

When this policy applies

• Drug or alcohol incidents occurring on SCCA property.
• Drug or alcohol incidents occurring during SCCA-sponsored activities, field trips, events, or transportation.
• Drug or alcohol incidents occurring off campus when it is reported to administration or administration has reasonable suspicion that a student is using.

Prohibited conduct

• Possess or use marijuana/THC, including vapes and edibles.
• Possess or use illegal drugs or controlled substances.
• Possess or use alcohol.
• Sell, distribute, give, or share drugs, alcohol or prescription medication.
• Provide drugs, alcohol, or prescription medication to another SCCA student.
• Possess drug paraphernalia.
• Attend school or an SCCA-sponsored activity while under the influence of drugs, alcohol, or a non-prescribed medication.

Drug testing

Reasonable-suspicion testing

When SCCA administration has reasonable suspicion that a student has used a prohibited substance or is under the influence of a prohibited substance, SCCA may require the student to undergo drug testing through an appropriate outside testing provider. The parent of the student will be billed for the test if it is positive.

Weekly testing after substantiated drug use

If drug use is substantiated through appropriate testing or other reliable evidence, SCCA may require the student to participate in weekly drug testing as a condition of continued enrollment.

When weekly testing is required following substantiated drug use:

• Testing will be performed through an appropriate outside testing provider.
• The parent/guardian will be responsible for the cost of the weekly testing.
• Testing may continue for the period determined by SCCA administration and communicated to the parent/guardian.
• Test results will be treated as confidential student information and shared only as reasonably necessary for administration of this policy.
• Failure or refusal to complete required weekly testing may result in the student being ineligible to continue enrollment at SCCA.

A parent/guardian’s signature acknowledging this policy constitutes acknowledgment that drug testing may be required as a condition of continued enrollment under the circumstances described above.

Disciplinary consequences

First offense

• Mandatory parent/guardian and student conference with administration.
• Student will be placed on disciplinary probation.
• Student must complete an appropriate drug/alcohol education, prevention, counseling, or substance-use assessment program.
• SCCA does not have an on-campus counselor. The requirement must therefore be completed through an outside qualified provider or approved outside program.
• Proof of completion must be provided to SCCA by the deadline established by administration.
• SCCA may require weekly drug testing at the parent’s/guardian’s expense as a condition of continued enrollment.

Second offense

• Mandatory parent/guardian and student conference with administration.
• Law enforcement will be contacted and provided with information reasonably available to SCCA concerning the incident.
• Whether law enforcement investigates, files charges, or takes other action is solely the decision of law enforcement and appropriate authorities.
• Student will be placed on final disciplinary probation.
• Additional outside drug/alcohol counseling, education, prevention services, or a substance-use assessment will be required.
• Proof of completion must be provided to SCCA.
• SCCA may require continued weekly drug testing at the parent’s/guardian’s expense.
• A written behavior and safety agreement must be signed by the student, parent/guardian, and administration.
• The student and parent/guardian will receive written notification that one more substantiated violation will result in automatic expulsion.

Third offense — automatic expulsion

A third substantiated drug or alcohol violation will result in automatic expulsion from Star City Christian Academy.

The reported incident will first go through SCCA’s investigation and review process.

Once administration determines that the student committed a third violation covered by this policy, the student’s enrollment at SCCA will be terminated.

Investigation

An accusation alone does not establish a violation.

Before an offense is considered substantiated, administration may:

• Speak separately with students involved.
• Notify and speak with parents/guardians.
• Speak with relevant witnesses.
• Review reasonably available information.
• Give the accused student an opportunity to explain what occurred.
• Document the information considered and SCCA’s decision.

Emergencies & immediate safety

Nothing in this policy prevents SCCA from taking immediate action necessary to protect a student.

If administration reasonably believes a student is experiencing a medical emergency, has consumed an unknown or dangerous substance, or presents an immediate danger to themselves or others, SCCA may contact 911, the student’s parent/guardian, law enforcement, or other appropriate authorities immediately.

Law enforcement

Under the normal disciplinary process, law enforcement will be contacted upon a student’s second substantiated offense.

SCCA may contact law enforcement before a second offense when required by law or when administration reasonably believes immediate law-enforcement involvement is necessary to protect student safety.

Contacting law enforcement is separate from SCCA’s disciplinary process.
